When a Government agency owes you money:
We’re going to take our time and make you wait for this money. In fact, you may never get this money. There’s no rush, because we owe you. But we’ll never, officially say that we owe you. We’ll leave that up to you to find out. We have the character of a stereotypical stoner at this point.
When you owe a Government agency money:
You owe us money! It’s an uncertain amount of money, but we know that you owe us it! We want our money, now! If you don’t give us our money now, we’re going to send some people to your house, basically, steal from you and give us the stuff they’ve stolen – and we’ll keep doing it until you pay us back what you owe us! WE. FEEL. ‘ROID. RAGE!!
